Encouraging Recycling on Housing Estates in Hackney

Summary

The London Borough of Hackney is working to improve the take-up of recycling in high-rise accommodation. Although tenants are provided with recycling bins placed within estate grounds, participation rates remain low.

To overcome this, London Borough of Hackney, in partnership with the East London Community Recycling Partnership, is providing a short-term doorstep collection service for three months so residents get into the habit of recycling. This includes provision of free recycling bags and literature on the benefits of recycling. Once committed, it is hoped that residents will continue to recycle by taking their own recycling bags to the bins provided even after the doorstep collection has ceased.

The scheme began in August 2004 and will continue in phased roll-out until March 2006. Results so far have proved successful. There has been at least a three-fold increase in participation during the doorstep collection phase.

Barriers identified include: inconvenience; apathy; low awareness of recycling opportunities.
